Chair of INTOSAI WGEA Participates in ClimateScanner Summit 2026 in Brazil, Reaffirming Commitment to Advancing Global Climate Accountability
Rio de Janeiro, Brazil | 5–6 November 2026
H.E. Mr. Monthien Charoenpol, Auditor General of the State Audit Office of the Kingdom of Thailand and Chair of the INTOSAI Working Group on Environmental Auditing (INTOSAI WGEA), is participating in the ClimateScanner Summit 2026: From Data to Action, held on 5–6 November 2026 in Rio de Janeiro, Brazil. The Summit is hosted by the Federal Court of Accounts of Brazil (Tribunal de Contas da União: TCU), bringing together representatives of Supreme Audit Institutions (SAIs), international organizations, and global partners committed to strengthening climate governance and accountability.
As Chair of INTOSAI WGEA, Mr. Charoenpol was invited to deliver remarks during the opening session on 5 November and is scheduled to address the closing session on 6 November. His participation reflects the active leadership of INTOSAI WGEA and the State Audit Office of the Kingdom of Thailand in promoting international cooperation, transparency, accountability, and the effectiveness of public policies and measures addressing climate change.
ClimateScanner is a significant initiative within the INTOSAI community, developed under the leadership of TCU Brazil. It provides SAIs with a comprehensive assessment framework covering three key dimensions of government climate action: Climate Governance, Public Policies, and Climate Finance. Through this framework, SAIs can identify challenges, exchange experiences, and strengthen verifiable accountability for national climate commitments and government performance.
The ClimateScanner Summit 2026 marks an important milestone in celebrating the successful completion of the initiative's first phase and its evolution from an ambitious vision into a global initiative connecting SAIs worldwide. Under the theme “From Data to Action,” the Summit emphasizes the importance of translating climate assessments, evidence, and insights into meaningful actions that improve public sector performance, address climate-related risks, and deliver tangible benefits to citizens.
In his capacity as Chair of INTOSAI WGEA, Mr. Charoenpol has reaffirmed his commitment to continuing and further developing ClimateScanner as a world-class initiative for the INTOSAI community. ClimateScanner has been incorporated into the INTOSAI WGEA Work Plan 2026–2028, representing an important step towards ensuring its continuity, institutional sustainability, and practical application in public sector auditing. This commitment also highlights the importance of broader engagement among SAIs and stronger connections between climate assessments, audit activities, and follow-up actions.
In addition, Dr. Sutthi Suntharanurak, Deputy Auditor General of the State Audit Office of the Kingdom of Thailand and Secretary General of INTOSAI WGEA, was invited to participate as a panelist in the session “From Data to Action: What SAIs Can Do with ClimateScanner” on 5 November 2026.
His contribution focuses on connecting ClimateScanner with the INTOSAI WGEA Work Plan 2026–2028 and the broader concept of a Climate Accountability Ecosystem. The discussion highlights how ClimateScanner findings can inform audit planning, support constructive and actionable audit recommendations, encourage follow-up mechanisms, and strengthen the capacity of SAIs to contribute to better climate-related public governance.
The participation of the INTOSAI WGEA leadership in the ClimateScanner Summit 2026 underscores the Working Group's continued commitment to fostering international collaboration and advancing environmental auditing. It also reinforces the shared responsibility of SAIs to ensure that public resources, climate policies, and government commitments translate into measurable results and sustainable benefits for society.
