Bangkok, June 26, 2024 - Deputy Auditor General and Press Secretary of the SAO, Mr. Sutthipong Boonnithi, highlighted significant issues in wastewater management by local administrative organizations (LAOs). Despite the essential nature of water resources, numerous bodies of water have deteriorated due to untreated wastewater discharge. The SAO's audit findings reveal alarming statistics and issues:

1. Ineffective Management: Many LAO wastewater treatment systems are underutilized or non-functional. Only 22% of designated areas receive adequate wastewater services, and some treated water fails to meet quality standards. For example, in 15 provinces in Northern and Upper Central Thailand, 24 wastewater treatment systems, built with a total budget of 5,463.94 million Baht, show that most systems are not fully operational.

2. Fee Collection Challenges: LAOs struggle to implement the "Polluter Pays Principle" due to inadequate fee collection plans and lack of public awareness campaigns. This results in budget shortfalls for system maintenance and reduces incentives for water conservation. Most LAOs have not prepared plans to collect wastewater treatment fees, leading to financial shortfalls and misallocation of other budget funds.

3. Incomplete Support: Efforts to promote comprehensive wastewater management are insufficient. There is a need for better public awareness, stronger community engagement, and improved data collection on pollution sources. Only 17 LAOs were checked for compliance with Ministry of Natural Resources and Environment regulations in FY 2022, showing inadequate control and monitoring.

4. Preparation for Future Projects: Many LAOs are unprepared for upcoming wastewater management projects outlined in the 20-year Water Resources Management Master Plan. This includes a lack of knowledge in budget proposal preparation and necessary documentation, which could delay or cancel vital projects. For instance, some LAOs are unaware that their areas are targeted for new wastewater management systems and lack the necessary preparatory documents.

Recommendations: The SAO suggests nationwide evaluations of wastewater systems, enforcement of wastewater service fees, and robust management plans. Furthermore, LAOs should be better equipped with the knowledge and resources needed for future projects, ensuring effective and sustainable water pollution solutions. Specifically, LAOs need to create comprehensive management plans, including budget allocations for operations and maintenance, and public engagement to foster awareness and compliance.

The SAO's performance audit on wastewater management by LAOs has brought critical issues to light, prompting a call for immediate improvements. The audit's findings have emphasized the need for better infrastructure, effective fee collection, comprehensive public awareness campaigns, and robust management plans. By addressing these issues, the SAO aims to enhance the efficiency and effectiveness of wastewater management, ultimately protecting public health and preserving natural water resources.
