Fraudulent Procurement in Public Maintenance Contracts: A Case Study on Institutional Collaboration and Preventive Oversight
Public procurement is a key area vulnerable to corruption, often exploited through weak oversight mechanisms. A recent case in Thailand reveals how fraudulent maintenance contracts led to a financial loss of 2.79 million THB. Seven officials engaged in document falsification, approving fictitious claims over three years (2022-2024).
The investigation was successful due to strong collaboration between SAI Thailand and four anti-corruption agencies, including the NACC, PACC, AMLO, and CIB. Their joint efforts demonstrated the effectiveness of risk-based auditing, digital monitoring, and preventive financial oversight in curbing corruption.
Under the leadership of Auditor General Mr. Monthien Charoenphol, SAI Thailand emphasizes preventive auditing, ensuring that public procurement follows strict accountability measures. This case highlights the need for proactive auditing, integrated investigations, and ethical leadership to strengthen public sector integrity.
